How do I know if my safety case report is any good?

A good safety case report does more than describe a building and list the measures in place. It should demonstrate that the Principal Accountable Person understands the building's major safety risks, has assessed them appropriately and has taken all reasonable steps to prevent and mitigate them.

A useful test is whether the report clearly answers: What could cause a major fire spread or structural failure event? What measures prevent or mitigate those scenarios? How do you know those measures are effective? What evidence supports that conclusion? What weaknesses or uncertainties remain? What are you doing about them? Why are the measures being taken proportionate to the risk?
