A BAC application will be refused if the safety case fails to adequately convey how the organisation is complying with all relevant duties under sections 83-85 of the Building Safety Act. It might mean the assessment of certain risks is not suitable and sufficient, or that you have not demonstrated all reasonable steps or perhaps your RES strategy does not meet the prescribed requirements. It may not mean your building is unsafe.
What matters now is whether the revised safety case answers the reasons for refusal.
