The BSR has now integrated the specific assessment criteria used by HSE's multi-disciplinary teams when assessing applications. This guidance has been incorporated into a document to help users understand what the MDTs are looking for in a safety case.
Be aware that the BSA22 and secondary legislation take primacy - the safety case must still make claims about the safety of the building and be supported by suitable evidence!

RR1170 - High Rise Residential Buildings: Preliminary Serious Incident Scenarios and Potential Control Measures.
This report describes research, done in 2019, for the Joint Regulators’ Group. The research aims to identify a preliminary set of representative serious incident scenarios for high rise residential buildings, and potential control measures. The researchers: reviewed the literature on high rise building incidents, and the regulation of major rail and industrial incidents; and conducted workshops to extract critical knowledge from sector representatives.
This document brings together a suite of guidance notes for Building Control Approval Applications for a new Higher-Risk Building (Gateway 2).
